Call for Initial Stakeholder Input
The Queensland Productivity Commission (Commission) invites all stakeholders to provide initial input on issues identified in the Inquiry’s Terms of Reference (TOR), including:
- state and local government legislation and regulation, including in relation to land use, urban planning, building, licensing and workplace health and safety
- state government procurement and contracting policies, including Best Practice Industry Conditions
- skills and labour force issues.

To assist the Commission in developing its draft findings and recommendations, stakeholders are asked to provide:
- their direct experiences of any policy and regulatory settings adversely impacting construction sector productivity or the cost or timely delivery of projects
- any available analysis, data, case studies, and examples that can inform how policy settings, regulations and regulator behaviours may be unnecessarily impeding productivity or increasing costs or project delivery timeframes
- views on what areas/issues should be prioritised for reform
- options for improving construction sector productivity without compromising safety or quality outcomes and, if applicable, case studies demonstrating effective solutions or reforms where they are already in place.
We welcome your feedback in the form that best suits you—it can be a short comment, or a longer form submission with supporting analysis and reports attached.
Stakeholders will have the opportunity to provide further formal feedback through submissions on the interim report which is due for release in July 2025.
